Ukraine Seeks Starlink Alternative With Nokia, ICEYE
What Happened
After SpaceX throttled Starlink and Starshield for craft moving over 100 mph and drones began dropping out of the sky, Ukraine's Defense Ministry signed a letter of intent with Nokia and ICEYE to develop sovereign satellite and defense communications. Kyiv also announced a communications and air-defense partnership with Norway, while US lawmakers called for a probe of SpaceX.

Intelligence Brief
Ukraine's push for non-US satellite communications exposes the strategic risk of depending on a single commercial provider. Nokia and ICEYE gain a defense-communications and space-data opportunity, although the letter of intent is non-binding and any alternative is estimated at two to three years away. SpaceX faces political and reputational pressure, including a bipartisan call for a probe, and the risk that allied governments diversify away from Starlink and Starshield. Even rival constellations such as Amazon Leo, Eutelsat OneWeb and the EU's IRIS² depend on launch capacity that SpaceX largely controls, so launch remains the bottleneck. Roughly $8 billion of investment has flowed into Starlink alternatives since 2022, and this episode strengthens the case for sovereign constellations and for resilient, drone-compatible military communications.
